We are thus frequently chosen as advisors to African governments or agencies to assist in contract negotiations, purchase and sale agreements, public-private partnerships, project financing of key state enterprises, infrastructure development and general commercial, industrial and regulatory advisory needs.

Our Government Counsel experience includes work with the following clients:

Government of Cameroon/Mbalam Mining Project

Advised the Government, including its ministers of mines and finance, in regards to the joint venture initiative between Cameroon and Canadian, Australian and Chinese partners in the development of the vast Mbalam iron ore mine. Provided general corporate and project finance advice in the course of this engagement.

Government of Equatorial Guinea/Defense of National Maritime Boundaries

Advised the Government, through its National Boundary Commission, on the public international law principals on which it could preserve its sovereign rights to its historical borders. The Government was confronting multilateral boundary disputes with four maritime neighboring Governments when certain of our team members were engaged to defend its borders and to negotiate settlements with each neighbor.

Mozambique, the Central Bank of Mozambique

Advised Banco de Mocambique in a forensic audit and Government investigation of a sale of state bank assets to a consortium of foreign investors. As required, issued a private report to the Government detailing irregularities in the sale and possible intentional failures in following relevant law and regulation.

Kenyan Local Agency TARDA/Naromuro Dam and Infrastructure Project

Legal Advisor to the Tana & Athi Rivers Development Authority (TARDA) in this Project to develop 1,300 Ha in Kieni East to enhance food production through the application of modern irrigation techniques and water storage as well as generate 5 MW hydropower plant.

Government of Albania/Privatization of Assets

Advised the government in the privatization of its state-owned oil refinery as well as the national oil company.

Government of Equatorial Guinea

Acted as general outside counsel to the Ministry of Mines and Hydrocarbons and advised it on several project financed capital ventures. These include the development of petrochemical manufacturing facilities, the acquisition of oil production and beneficiation facilities from international oil companies, and the possible development of a regional trilateral gas distribution company.
